Add fake step on InfraFailure caused by Goma.

With current implementation, Goma's infra failure exception is shown
as 'stop cloudtail' step exception.  However, it seems to be more
confusing than I thought.

As suggested in the crbug, let me add fake step to show the exception
instead of revising the result of 'stop cloudtail' step.
