Revert "Speex: Add a patch to improve resampler performance."

This optimization causes occasional, loud distortion at startup of the
resampler.  This distortions lasts for up to 30 seconds, and is only
in the right channel.

BUG=chromium:310386
TEST=run hangouts, and play local media, listen for distortion in right
channel.

This reverts commit 3ad62327c4919290dc08fc5c86ce4fba3da70bdc.
