PA: Remove dependency on third_party/lss This CL is continued from crrev.com/c/3819652. This CL cuts the dependency on LSS for Linux and CrOS. At time of writing, no supported CrOS device ships with kernel < 4.4, so we can safely assume that `getrandom` does exist as a syscall. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
