birch: Add BirchModel::GetItemsForDisplay() This will be the entry point for the UI fetching the results to display. It returns a maximum of 4 birch items, sorted by priority, attempting to avoid returning items of duplicate types (unless necessary to return 4 items). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
