Move toEncodingMimeType function to platform/ This CL is to facilitate OffscreenCanvas convertToBlob() implementation by putting the toEncodingMimetype function in platform/image-encoders/ so that both OffscreenCanvas and HTMLCanvasElement can share to use it.
