Set the ui::PAGE_TRANSITION_CLIENT_REDIRECT flag. This patch sets ui::PAGE_TRANSITION_CLIENT_REDIRECT at the beginning of a request which allows it to be used for decisions when hooking into navigation via the components/navigation_interception API.
