BACKPORT: tpm_tis: Move ilb_base_addr to tpm_tis_data
Move static variable ilb_base_addr to tpm_tis_data.
Conflicts:
- Name of the structure is priv_data instead of tpm_tis_data
- Argument to tpm_platform_begin_xfer() and tpm_platform_end_xfer()
is tpm_chip instead of tpm_tis_data
