WebRTC: Don't specify bot-id for Android Perf bot.

The bot (build39-b3) seems to be having problems, so we don't
specify any bot to unblock progress.
Also, specify a gtest_filter, so the bot doesn't take as long and
we can fix problems faster.

Hi build contributor! If you do any change in scripts/master/ or touching any master's html/ directories, you must restart master.chromium.fyi first and ensure that it still works before restarting other masters.
