Cleanup chrome/common/chrome_version.h handling

Rename "version.h" to "chrome/common/chrome_version.h"
Update #include and GYP/GN references
Generate on all platforms
Remove redundant generated chrome/common/chrome_version.cc.version
Fix DEPS include_rules
