Revert of Add linux_blink_oilpan_rel to the Chromium CQ. (patchset #1 id:1 of https://codereview.chromium.org/1431953002/ )
Reason for revert:
Reverting until we can get better information on cycle time and until we know that the layout tests are only triggering on files that touch third_party/WebKit.
