Archive api support {%chrome_version%}

In order to support gcs_path:'gcs/87.0.1.0/path', we need archive api
to know how to replace placeholders.
This cl makes the archive api knows how to substitute general placeholders.
E.g. If custom_vars = {'chrome_version':'87.0.1.0'}, then the API
knows how to substitute {%chrome_version%} in gcs_path.

Ran the following scripts but nothing need to update:
chrome_release/recipes/recipes.py -O build=/path/to/local/build test train
build_limited_scripts_slave/recipes.py -O build=/path/to/local/build test train

Recipes

If you're here to make a change to ‘recipes’ (the code located in scripts/slave/recipes*), please take a look at the README for more information pertaining to recipes.

Style

The preferred style is PEP8 with two-space indent; that is, the Chromium Python style. Functions use lowercase_with_underscores, with the exception of the special functions RunSteps and RunTests in recipes. Use yapf (git cl format --no-clang-format) to autoformat new code.
