Revert of gpu: Make glTexSubImage2D work with GL_SRGB_ALPHA on OpenGL (patchset #2 id:20001 of https://codereview.chromium.org/1426903002/ )

Reason for revert:
Caused Android test failure (GLEXTSRGBTest.TexImageSRGBALPHAFormat).
