Add fromCSSValue methods to LengthValue subclasses, remove extra method in CSSSimpleLength. Does not implement CSSCalcLength::fromCSSValue yet, as that will follow up in a larger change. Also moved some methods in CSSSimpleLength from the header file to the cpp file for tidiness.
