Revert recent gclient.py changes to fix Chrome releases. Reason for revert: This is breaking official release scripts, which have long used "None" URL functionality to allow gclient commands to run against "local" DEPS (buildspec) files. Please do not remove this behavior. This reverts the following commits: ebdd0db493b20f0abeab8960e6ea0ceb7c6b379a: "gclient: Remove URLs from hierarchy." 54a5c2ba8ac2f9b8f4a32fe79913f13545e4aab9: "gclient: Refactor PrintRevInfo" 083eb25f9acbe034db94a1bd5c1659125b6ebf98: "gclient: Don't allow URL to be None."
