media-libs/arc-mesa: Add support for multilib
Use multilib-minimal eclass instead of multilib, add necessary ABI flags
to dependencies, change src_configure() and src_install() into their
multilib equivalents, set up arc-build in the global src_configure(),
stop overriding library path, set ECONF_SOURCE path explicitly to source
path and use $(get_libdir) in src_install() to dynamically determine the
correct destination for current ABI.
