WebRTC: Fix path to adb on Android Perf swarming.

ADB_PATH is not defined, so we have to set it manually.
There seems to be no easy way to get the adb path otherwise, and
Chromium is hard-coding it in a roundabout way in [1].

Hi build contributor! If you do any change in scripts/master/ or touching any master's html/ directories, you must restart master.chromium.fyi first and ensure that it still works before restarting other masters.
