Use interpolation at the start of transitions.

This is needed to avoid having https://crrev.com/c/3198752 cause
regressions in transform-interpolation-00{1,2,5,6}.html at the start of
transitions.

Conceptually this should have been a part of
https://crrev.com/19620452a45a851f38799bcc2bd5ddb9d5b120ac

This depends on the previous change to avoid making
external/wpt/css/css-transforms/animation/transform-interpolation-001.html
have two additional "Cannot read properties of null" errors (for the CSS
Transitions at time 0 cases, corresponding to the existing errors at
time -1 or with CSS Animations and Web Animations at times 0 and -1).

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
