[ImageCapture] Wire in Exposure Time constraint on Windows.

We were querying the exposure time control but setting exposure
compensation. In this CL, we correct it by using ExposureTime.

Works with DirectShow backend, so we have to pass
--disable-features=MediaFoundationVideoCapture to chrome.
