Revert "cros: x86: bring TPM into a consistent state before entering SeaBIOS"

This reverts commit 56be69f8d4b72efe78956690c9dd532bca2e6655.

Sending a TPM_SaveState command should only happen immediately before suspend,
otherwise additional communication with the TPM can make it very unhappy when
TPM_SaveState is sent again.

TEST=manual: Build and boot the firmware on link and ensure that the TPM
driver has no issues sending TPM_SaveState on the way into suspend.
