Revert "Add UMA metrics to Phishing Delegate." This reverts commit 1f434e5c64dc689fdb60d21d149f844acd9b2d55. Reason for revert: Uninitialized variable in phishing_classifier_delegate.h|cc causes many MSan tests to fail. See attached bug and associated builders. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
