Network Service: Add the link of the conceptual diagram for URLLoader. Some of the core interfaces (URLLoader, URLLoaderClient and URLLoaderFactory) are good to have a diagram for overall of them since they are complicated. This CL just add the URL for the diagram about URLLoader. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
