Stop downloading webrtc_test_resources on testers, it's only needed on builders

In https://chromium-review.googlesource.com/c/chromium/tools/build/+/1407049 resources were added to builders, then migration to isolate/swarming happened, now these resources are not needed on testers.

Hi build contributor! If you do any change in scripts/master/ or touching any master's html/ directories, you must restart master.chromium.fyi first and ensure that it still works before restarting other masters.
