CHROMIUM: iwl7000: mvm: allow unknown crypto RX outside aggregation

For TKIP, having an unknown key is valid since we might not have
the (correct) TTAK (phase 1 key) in the firmware. Since the bug
that this workaround was needed for originally only happens in
aggregation, and TKIP cannot do aggregation, use aggregation as
a simple check to disable the workaround check and fix TKIP.
