Run VMTests with "-F /dev/null -i /dev/null" ssh arguments
These arguments will disable a lot of unncessary parsing and checking of
malformed keys in the ~/.ssh/ directory, which I believe are responsible
for the `Connection timed out during banner exchange` failures we are
seeing in VMTest.
