Revert "Fork SyncController.isSyncingUrlsWithKeystorePassphrase() in PSS" This reverts commit c547b0cdc4bb522489d13dcd8d56dbac2a60a647. Reason for revert: We wish to merge a fix for this logic back to M88. Let's fix the logic and only then fork the method. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
