Add runner subprocess command. This will be the subordinate test subprocess for the new test runner. It runs in a tight loop, reading test.Description messages from stdin and writing test.Outcome messages to stdout. If the runner encounters a fatal error (e.g. uncaught exception not associated with a particular test), it will write a single test.Outcome to stdout and then quit. The runner will also quit when it's unable to read a test.Description from stdin (e.g. if stdin becomes closed). Recipes are a domain-specific language (embedded in python) for specifying sequences of subprocess calls in a cross-platform and testable way.
They allow writing build flows which integrate with the rest of LUCI.
