[GridNG] Fix rounding of distributed free space to flexible tracks Fixing a bug where the number of flexible tracks in a grid unevenly divide its leftover space, which resulted in truncated track sizes that don't sum up to the grid available size. In order to fix such issue, we now accumulate the fractional part of every flexible set, and add it whenever it is enough to take another integer share of space. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
