[RLS] Remove PaintLayerCompositor layers

This patch removes the !RLS codepaths in PaintLayerCompositor (PLC)
because PLC does not create layers with Root Layer Scrolling (RLS). Now
RLS has launched, we can remove this obsolete technology.
