[CrOS MultiDevice] Remove kEnableUnifiedMultiDevice from settings. This CL removes kEnableUnifiedMultiDevice as well as its JS representation (the loadTimeData "enableMultideviceSettings" property) from settings. The feature has already been rolled out, and the flag is no longer necessary.
