Support histograms in sizes

Adds support for uploading in the HistogramSet format during the sizes
step on LUCI. This, combined with
https://chromium-review.googlesource.com/c/chromium/src/+/1352395, seems
to fix sizes uploading when on LUCI.

Also re-enables the sizes step on ToTAndroidOfficial, which was disabled
due to the upload issues.

Hi build contributor! If you do any change in scripts/master/ or touching any master's html/ directories, you must restart master.chromium.fyi first and ensure that it still works before restarting other masters.
