profiles: arch/arm: Sync up make.defaults with upstream Gentoo
Use the same default profile settings for our arch/arm profile as
upstream Gentoo does as of commit b7acc0779222 ("profiles: remove
ruby stuff from arm, bug #615818"). With this, fix buggy build
environment without $ABI (and other multilib variables) defined on ARM,
which is needed for interoperability with multilib eclasses and ebuilds.
