Blacklist GPU Raster / Canvas on NVidia GPU macs with High Sierra

These systems have bad graphical glitches, and we'd like to get a fix in for M62.

TBR=and the next, ericrk@chromium.org, vmiura@chromium.org as this is a very small change we discussed
stable cut is on Tuesday. I want to get a day or two of Canary coverage over the
weekend so we can merge with higher confidence.
