[Android] Add vectorDrawables.useSupportLibrary to build.gradle This CL adds "vectorDrawables.useSupportLibrary = true" to build.gradle that is used by Android Studio to fix warning issued for XML app:srcCompat attribute. Chromium build already uses support library for vector drawables.
