Enable FP reporting for fullscreen violations.

This queues a report through the Reporting API whenever
[webkit]RequestFullscreen is called from a frame in which fullscreen is
not allowed according to feature policy. Checking
[webkit]fullscreenAllowed does not trigger reports.
