Adds ability to pass tags to Typ from browser test suites This CL will allow browser test suites to generate tags and then pass them to Typ. These tags will be used to get expectations for a test. This CL also adds several test cases in browser_test_runner_unittest.py which passes an expectations file to Typ through browser_runner_test.Run(). This test also checks that generated tags can be passed from a browser test class.
