Reland "Ship SwiftShader Vulkan binaries on Windows and Linux" This is a reland of commit a71d7debe959a3e07b5a763a1e6a43a71cd7dec1. Extra changes: Add libvk_swiftshader to symbol generation in chrome/BUILD.gn and to the installer copy step in chrome/installer/linux/BUILD.gn. Update path of libvk_swiftshader to point to OUTDIR/ instead of OUTDIR/swiftshader. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
