[v8] switch to go swarming client This CL switches swarming client from python to go for the recipes using v8 module. I changed to pull swarming client in recipes instead of DEPS in repository. https://chromium-review.googlesource.com/c/chromium/tools/build/+/1378754 This will work for builder/tester bots.
