Add ability to only run tests post-submit in chromium recipe.

Sometimes it would be nice to be able to configure a test to
only run post-submit (on the continuous builders), without also
requiring it to run pre-submit on the tryjob/CQ builders.

This CL adds the ability to look for a new boolean flag
called `ci_only` in the test spec; if set to true, we will only
run the test if the bot is not a tryserver.

If you're here to make a change to ‘recipes’ (the code located in scripts/slave/recipes*), please take a look at the README for more information pertaining to recipes.

Style

The preferred style is PEP8 with two-space indent; that is, the Chromium Python style. Functions use lowercase_with_underscores, with the exception of the special functions RunSteps and RunTests in recipes. Use yapf (git cl format --no-clang-format) to autoformat new code.
